Border community mapping & profiling: Identifying vulnerabilities in cross-border movements, and service gaps
Policy development: Drafting local by-laws, SOPs for border posts in line with national and EAC law
Capacity building for local leaders: Training Executive Secretaries, security, and migration officers on immigration law, human rights, and service delivery
One-Stop Border Post support: Processing design to reduce delays, corruption, and informal crossings
Community dialogue forums: Facilitating Rwanda and neighboring country meetings on trade, security, and movement
Support for reporting: To AU, EAC, UN treaty bodies
2. Refugee Management and Protection
Government/NGOs Need: Complying with 1951 Refugee Convention and manage camps and urban refugees
Reception & registration support: Designing systems for refugee intake, biometric data, and case management
Legal aid and status determination: Supporting all procedures, appeals, and documentation
Durable solutions planning: Voluntary repatriation, local integration, and resettlement programs
Protection monitoring: GBV, child protection, and rights monitoring in camps
Coordination with UNHCR, MINEMA, DGIE: Ensuring alignment of data and reporting
Livelihood programs: Linking refugees to skills training, work permits, and self-reliance projects
